Appropriations Watch - Foreign Operations - Life Status Update

Current Pro-life rider status on State/Foreign Operations bill riders:

Mexico City Policy: going down

Lowey Language: Provided Further, That of the funds appropriated under Title III and IV of this Act, not less than $441,000,000 shall be made available for family planning/reproductive health. In order to prevent unintended pregnancies, abortions, and the transmission of sexually transmitted infections, including HIV/AIDS, no contract or grant which includes funding for the provision of contraceptives in developing countries, shall be denied to any nongovernmental organization solely on the basis of the policy contained in the President's March 28, 2001, Memorandum to the Administrator of the United States Agency for International Development with respect to providing contraceptives in developing countries, or any comparable administration policy regarding the provision of contraceptives.


Kemp-Kasten: staying in place

Rep. Dave Weldon (R-FL) offered an amendment that inserted a clause stating "nothing in this section shall be construed to limit the authority of the President to deny funds to any organization by reason of the application of another provision of this Act or any other provision of law."

The amendment was accepted by voice vote.


Global HIV/AIDS, President's Emergency Plan For AIDS Relief (PEPFAR):

Waives the 33% abstinence-until-marriage spending requirement that Congress included:

Provided Further, That funds made available under this heading and under the heading "Child Survival and Health Programs Fund" shall be made available notwithstanding the second sentence of section 403(a) of Public Law 108-25.


Expect amendments on the House floor to correct these two problems.

The State/Foreign Operations bill is scheduled to come to the floor Wednesday, June 20.
